Musk says Trump ultimately controls restrictions on Ukraine’s Starshield

October 15, 2026

Elon Musk has said that restrictions on Ukraine’s military-grade Starshield satellite network are controlled by the US government and ultimately President Donald Trump, highlighting Kyiv’s dependence on foreign technology for battlefield communications.

The statement follows Ukrainian complaints that speed limits imposed on satellite terminals disrupted military operations, including the use of interceptor drones against Russian attacks. Some connectivity restrictions appeared to have been partially eased by 15 October, although Ukraine continued to seek the removal of limits affecting Starshield.

In a post on X, Musk said Starshield systems were owned and controlled by the US government, adding that decisions on speed and usage rested with the US military and, ultimately, the president. His comments distinguish Starshield, designed for government and military use, from Starlink, which Musk described as intended for civilian or defensive activities.

Ukraine’s Defence Ministry said it was in contact with the US, SpaceX and NATO partners while checking backup communications. The disruption reportedly affected drone missions, frontline logistics, reconnaissance and communications relays. Former Ukrainian defence minister Mykhailo Fedorov later reported that Starlink connectivity at speeds of up to 160 kilometres per hour was being restored, but said removing Starshield’s speed limit remained a priority.

The distinction between the two services is important. Reuters explains that Starshield is SpaceX’s dedicated military satellite service for the US government and intelligence agencies, with enhanced security features, while Starlink is its commercial satellite internet network. Although the services have different roles and controls, their shared technological foundations illustrate how commercial satellite infrastructure has become strategically significant in modern warfare.

Musk’s statement identifies who he says controls Starshield restrictions, but does not establish who authorised the specific measures affecting Ukraine or why they were introduced. Neither the US government nor SpaceX had publicly clarified the circumstances in the reports cited here.

The episode comes amid friction between Kyiv and Washington over Ukraine’s attacks on Russian energy infrastructure and a proposed energy ceasefire. The timing has fuelled speculation about political pressure, but the available reporting does not establish that the restrictions were imposed to influence Ukraine’s military or diplomatic decisions.

For Ukraine, the immediate challenge is operational: restoring reliable communications while reducing dependence on a small number of external providers. For its partners, the incident raises questions about continuity of support, transparency over service restrictions and the risks of relying on privately developed systems during a war.

The wider lesson is that access to satellite communications is not merely a technical matter. When military operations depend on infrastructure controlled by an external government or company, changes in access can have direct consequences on the battlefield.
