Ukraine resumes strikes on Russian oil refineries, US support erodes

October 15, 2026

Ukraine’s decision to resume attacks on Russian oil refineries highlights how uncertainty over US military support is reshaping Kyiv’s battlefield calculations. The dispute now extends beyond weapons and intelligence to include energy policy, satellite communications and Washington’s influence over Ukraine’s military strategy.

President Volodymyr Zelenskyy said Ukraine had suspended refinery strikes for three days following US President Donald Trump’s announcement of an “energy ceasefire”. Kyiv subsequently accused Moscow of continuing attacks on Ukraine’s power infrastructure. Zelenskyy’s position, as reported by NBC News on 15 October, was that the restraint had achieved little while exposing Ukraine to continued Russian attacks.

The renewed campaign followed growing tensions over Washington’s approach to the war. Trump reportedly pressed Ukraine to stop targeting Russian oil facilities, while his administration eased sanctions on Russian diesel exports in a move presented as an effort to relieve pressure on fuel prices. Zelenskyy described the developments as a betrayal, arguing that restrictions on Ukraine’s military support could weaken its ability to defend itself.

The dispute has also exposed Ukraine’s reliance on privately operated satellite infrastructure. NBC News reported that functionality through Starshield, SpaceX’s military-oriented satellite service, was being at least partly restored on Thursday, according to an unnamed Ukrainian Defence Ministry source. Kyiv was still seeking an explanation for the earlier restrictions.

Elon Musk said decisions over Starshield’s use rested with the US government and ultimately Trump. The episode raises a wider question about the reliability of critical military communications when access depends on a service controlled outside the country using it. Ukraine relies on satellite connectivity for battlefield communications, drone operations and elements of its air-defence effort.

At the same time, Kyiv has raised concerns about gaps in warnings of Russian ballistic-missile attacks. Zelenskyy said Ukrainian officials had been warned that intelligence sharing could be restricted if Ukraine continued striking Russian energy facilities. The precise extent and status of any intelligence suspension remain disputed; the White House had not immediately responded to NBC News’ request for comment.

Washington’s position reflects a difficult political calculation: limiting attacks on Russian oil infrastructure could help stabilise fuel supplies and prices, but pressuring Ukraine to restrain its operations while Russian attacks continue risks undermining confidence in US mediation.

The economic consequences also extend beyond the battlefield. Russian refineries are important to domestic fuel supply and export capacity, while attacks on Ukrainian energy infrastructure threaten electricity availability as winter approaches. Reuters reported that Russian strikes on 14 October damaged energy facilities and left hundreds of thousands of people without power, according to Ukrainian authorities.

For Kyiv, a unilateral pause offers limited strategic value if Moscow continues attacking its energy system. Zelenskyy indicated that Ukraine might consider halting strikes again in exchange for additional US-made Patriot air-defence interceptors, turning restraint into a potential bargaining instrument rather than an unconditional commitment.

The central issue is therefore not simply whether Ukraine resumes attacks. It is whether the United States can broker an energy truce while maintaining the military and intelligence support on which Ukraine depends. Unless both sides accept clear, reciprocal terms, the ceasefire risks becoming another source of friction rather than a step towards de-escalation.
