Qatar, Pakistan reportedly propose $6bn deal to ease US–Iran tensions

October 21, 2026

Proposal reportedly links access to interest on Iran’s frozen funds in Qatar with confidential IAEA inspections, but no formal agreement has been announced.

Qatar and Pakistan have reportedly proposed a new diplomatic arrangement aimed at easing tensions between Iran and the United States, involving $6 billion linked to Iran’s frozen funds held in Qatar and confidential inspections of Iranian nuclear facilities by the International Atomic Energy Agency (IAEA).

IranWire reported on 21 October, citing an exclusive report by Qatar-based newspaper Al-Araby Al-Jadeed, that the proposal had received an initial positive response from both Tehran and Washington. The claims are based on sources familiar with the negotiations who spoke anonymously. Neither government’s formal acceptance has been established in the report.

Under the reported proposal, Iran would receive a payment drawn from interest accrued on its frozen funds held in Qatari banks. The arrangement would represent a partial concession on Tehran’s demand for access to its assets, rather than the release of all frozen funds.

In return, Iran would reportedly permit confidential, unannounced visits by IAEA inspectors to its nuclear facilities. The inspections are described in the report as a key US demand. However, the proposed inspection arrangements, their scope and any implementation timetable have not been publicly confirmed.

Pakistan’s army chief, Field Marshal Asim Munir, reportedly conveyed the proposal to Iranian officials during his visit to Tehran. Qatar and Pakistan have both been involved in mediation efforts between the two countries, according to the reports.

Al-Araby Al-Jadeed had previously reported that a diplomatic breakthrough could be announced during the week. The latest account suggests that mediators are seeking to narrow differences and create conditions for a return to negotiations, amid concerns about renewed military confrontation.

The diplomatic activity coincides with a visit to Tehran by Russian Foreign Minister Sergey Lavrov, according to IranWire. The report does not establish whether Russia is directly involved in the proposed arrangement.

If implemented, the reported proposal would combine a limited financial concession with a nuclear-monitoring commitment. That structure could offer both sides a way to address immediate negotiating priorities without resolving every outstanding dispute.

For Iran, access to interest accrued on frozen funds would provide a more limited financial benefit than the unrestricted release of its assets. For Washington, confidential and unannounced IAEA visits could offer a route towards renewed monitoring. The practical value of such inspections would depend on the access granted, the facilities covered and the IAEA’s ability to conduct and report on its work.

The proposal’s status remains the central uncertainty. Reports of preliminary approval from unnamed sources are not equivalent to a signed agreement, a public commitment or an operational inspection framework. The available reporting does not confirm the precise payment mechanism, the legal arrangements governing the funds or when any inspections might take place.

The development should therefore be treated as a reported mediation initiative rather than a completed diplomatic breakthrough. Official statements from Washington, Tehran, Doha, Islamabad and the IAEA would be needed to establish whether the reported terms have been accepted and how they would be implemented.
